Doesn't have to be, no. Just curious. Why some of us ended up fully evolved and some of us didn't.
It definitely does not seem correlated to previous battle experience though, nope.
[ Because Firoza certainly seems to have plenty of that under her belt, and from what Akechi says apparently he and Ren should too. ]
